The Proposed Annual Performance Report (APR) describes the City's performance concerning the statutory requirements of the Cranston-Gonzalez Housing Act's Comprehensive Housing Affordability Strategy and the City's use of federal funds for the four HUD Office of Community Planning and Development entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). This document reports on the accomplishments and commitment of these funds during the past Consolidated Plan Program Year, January 1, 2009 to December 31, 2009. In addition, an one-year update of the City's Affirmatively Furthering Fair Housing (AFFH) Statement is included as part of the Proposed APR.
The Proposed 2009 Consolidated Plan APR is a four-part document, divided into two volumes, which contains a summary of the programmatic accomplishments for projects and evaluates New York City's performance in meeting its priorities and objectives.
Volume One contains Part I., Annual Performance in its entirety. Part I describes New York City's performance based on the resources available in 2009. Part II. Status of Actions Undertaken in Previous Year is divided between Volumes One and Two. The Status of Actions Undertaken in Previous Year summarizes the actions taken to implement the Plan. Volume One contains the One-Year Update to the City's Affirmatively Furthering Fair Housing (AFFH)Statement; and the Continuum of Care. The Proposed APR's public comment period was from March 12, 2010 to March 26, 2010.

Volume Two contains the balance of the Status of Actions Undertaken in Previous Year; Part III. Evaluation of Annual Performance; and, Part IV. Citizen Participation, respectively. The Evaluation of Annual Performance assesses the City's effectiveness in meeting the one-year action plan for allocating the funds, assisting households and persons with housing, and providing other services. Citizen Participation includes the census tract maps of each borough which include the areas of directed assistance and other HUD requirements. Volume Two also includes the Appendix: HOPWA Project Sponsor Information. The Proposed APR's public comment period was from March 12, 2010 to March 26, 2010.
Central Parking Systems submitted an application for a special permit to convert an existing accessory parking garage to a public parking garage. The garage is located at 159 West 48th Street in Manhattan and it will be expanded to better accommodate the area.
The Landmarks Preservation Commission designated 311 Broadway, located at 311 Broadway in Manhattan, as a city landmark. The building was constructed in 1856-1857 and is an example of Italian Renaissance-inspired commercial palaces. This designation does not conflict with the Zoning Resolution or any plans for development in the area.
The Landmarks Preservation Commission designated the Dollar Savings Bank, located at 2792 Third Avenue in the Bronx, as a city landmark. The bank was found in 1887 and it is located in The Hub, the oldest shopping district in the borough. This designation does not conflict with the Zoning Resolution or any plans for development.
The Landmarks Preservation Commission designated the Mary and David Burgher House, located at 63 William Street in Staten Island, as a city landmark. The house was built in 1884 and represents the time of rapid residential development in the area, due to access to port and transportation facilities. This designation does not conflict with the Zoning Resolution or any plans for development.
The Landmarks Preservation Commission designated Public School 66, located at 85-11 102nd Street in Queens, as a city landmark. The school was constructed in 1898-1899 and represents the transition of the area from a rural farming community into a vibrant residential neighborhood. This designation does not conflict with the Zoning Resolution or any plans for development.
The Landmarks Preservation Commission designated the Ridgewood Theater Building, located at 55-27 Myrtle Avenue in Queens, as a city landmark. The school was constructed in 1916 and was one of the longest-running movie theaters in the country before its closing in 2008. This designation does not conflict with the Zoning Resolution or any plans for development.
The Landmarks Preservation Commission designated the West Park Presbyterian Church, located at 165 West 86th Street in Manhattan, as a city landmark. The building was constructed in 1889-1890 and is an example of Romanesque Revival architecture. This designation does not conflict with the Zoning Resolution or any plans for development.
Rose Plaza on the River LLC submitted an application for an amendment of the Zoning Map, which would change and establish districts in the Williamsburg area of Brooklyn. Property along Kent and Division Avenues will be rezoned. The applications, C 080340 ZSK, N 100056 ZRK, N 080341 ZAK and N080342 ZCK, are being considered concurrently with this application.
