This version of New York City's Consolidated Plan is part of the City's activities fulfilling federal regulations promoting citizen participation in the consolidated planning process. These regulations require localities to provide the public with reasonable access and opportunity to examine the document. The 2009 Consolidated Plan consists of two chapters in three volumes. This volume contains the Executive Summary. This version was released for a 30 day public comment period from October 8, 2008 ending on November 6, 2008.
