Proposed Public Comment Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Consolidated Plan is the City's annual application to the Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) respectively. The 2010 Consolidated Plan contains New York City's submission to HUD of its five-year strategic plan for Consolidated Plan Years 2010-2014 and its one-year action plan for the 2010 Consolidated Plan Program Year. New York City's Consolidated Plan program year begins January 1 and ends December 31. The 2010 Proposed Consolidated Plan consists of five chapters: Executive Summary, Community Profile, Five-Year Strategic Plan: Priorities and Actions, Action Plan: One-Year Use of Funds, and Other Actions, as well as seven Appendices. These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households. This volume contains the Executive Summary. This version was released for a 30 day public comment period from October 8, 2009 ending on November 6, 2009.
