The Department of Transportation developed a pilot program to improve the mobility and safety for everyone on the streets of Flushing - pedestrians, transit riders and motorists - by modifying traffic and pedestrian flows. This report evaluates the efficacy of those changes.
In accordance with the CSO Order on Consent (DEC Case Nos. CO2-20000107-8, CO2-2007-0101-1, CO2-20090318-30, CO2-20110512-25), the New York City Department of Environmental Protection submits quarterly reports on its actions toward complying with the Order's milestones.
CEO's fifth annual report highlights recent accomplishments including CEO's receipt of the Harvard University's Innovations in American Government Award, the expansion of programs through the Young Men's Initiative and the federal Social Innovation Fund, and CEO's work to help inform the Census Bureau's new Supplemental Poverty Measure.

2. Information on new housing starts is provided by Department of City Planning, Department of Buildings and Department of House Preservation and Development. New housing units include all projects that are either in process or scheduled to be constructed over the next five or ten years.
Pupil contribution is estimated using the updated Projected Public School Ratio. The updated Projected Public School Ratio is developed utlizing the 2000 Census Data - Public Use Microdata Sample (5%). Ratios are calculated based on information for housing units built from 1990 to March
2000. Projected Public School Ratio will be incorporated in the City Enviornmental Quality Review manual.
The Bicycle Screenline Count tracks bicycle traffic entering and leaving Manhattan via the East River Bridges, the Staten Island Ferry, each avenue at 50th Street and the Hudson River Greenway.
