The New York City Department of Environmental Protection has operated a Land Acquisition Program (LAP) in the Catskill-Delaware Water Supply System since 1997. LAP seeks to acquire land and conservation easements for watershed protection and is a key component of the City's Watershed Protection Program, which seeks to increase watershed protection and avoid filtration of the world's largest surface water supply. In 2014 the Green Infrastructure Program updated standards for Right-of-way Bioswale designs, and created a standard design for a Right-of-way Rain Garden. $36 million dollars was committed in 2014 toward the construction of green infrastructure in underserved parks spaces, in support of the New York City Community Parks initiative. By December 2015 $187 million has been spent toward the implementation of green infrastructure in New York City. The Department of Environmental Protection began a Research and Development Program to build on existing monitoring and substantially expand the agency's ability to collect new data. Priority Areas have been identified for planned system improvements. Construction activity has peaked on many right-of-way green infrastructure contracts, with more than 1,000 practices constructed and another 1,500 substantially completed. The DEP initiated design retrofits on over 100 publicly owned properties this year.

Prepared by the New York City Department of Environmental Protection, the report follows the recent release of Mayor Bloomberg's A Stronger, More Resilient New York, which committed the city to harden its wastewater treatment plans and pumping stations. With 14 wastewater treatment plans and 96 pumping stations, prioritizing the most at-risk facilities included an extensive and in-depth assessment of the height of critical assets in relation to projected flood heights.

Green infrastructure collects and manages stormwater runoff from impervious surfaces, such as streets and sidewalks. The New York City Department of Environmental Protection (DEP) is building Right-of-way Bioswales, Stormwater Greenstreets, and other stormwater management practices to reduce combined sewer overflow (CSO) discharges into New York City's waterbodies. Green infrastructure is a more cost-effective way to improve water quality in New York City, and will save New Yorkers billions of dollars. Green infrastructure also helps create a more sustainable city. Benefits of green infrastructure include neighborhood beautification, improved air quality, and reduced air temperature during hot weather.
In 2011, the City created an interagency Green Infrastructure Task Force to identify opportunities to add green infrastructure to capital projects, created an Office of Green Infrastructure within DEP, launched a Green Infrastructure Grant Program, developed design standards for green infrastructure, signed a memorandum of agreement for the maintenance of green infrastructure, and facilitated the creation of a Green Infrastructure Steering Committee comprised of community groups and other interested parties.
During 2012, DEP released design standards for green infrastructure, promulgated new stormwater performance standards for new development and substantial redevelopment, completed construction of the first neighborhood demonstration area in East New York, oversaw the completion of grant projects at the Brooklyn Navy Yard and Queens College, initiated construction on area-wide contracts for the Flushing Bay and Bronx River drainage areas, and much more.
In September 2010, New York City released the NYC Green Infrastructure Plan which presents an alternative approach to improving water quality that integrates green infrastructure, such as Right-of-way Bioswales and green roofs, with investments to optimize the existing system and to build targeted, cost-effective grey or traditional infrastructure.
