This volume contains the Executive Summary.
The City submitted its Proposed Plan to HUD as required on November 15, 2013. However, in December 2013 HUD released temporary submission guidelines requiring localities to formulate their Proposed Action Plans based on the actual Congressional appropriations for the given Federal Fiscal Year (FFY14). The City was required to withdraw its submitted Action Plan and wait until Congress passed the appropriations bill before resubmitting the Proposed Action Plan. After a 30 day public comment period, the City submitted its Proposed One-Year Action Plan on August 15, 2014.
