RULES OF PROCEDURE OF
THE NEW YORK CITY
BOARD OF CORRECTION
Amended as of June 5, 2023
These Rules of Procedure, upon their adoption, shall be the Rules of Procedure of the New York City Board of Correction (the “Board”) and shall be the governing instrument of the Board.

Emergency Executive Order No. 425, is being submitted to extend Emergency Executive Order No. 421, dated May 30, 2023, for five (5) days, if this relates to Rikers.
Pursuant to Local Law 132 of 2019, the Department is required to report on a monthly basis an aggregate report on non-production of individuals in custody to scheduled medical appointments. The data within the report represents the non-unique number of incarcerated individuals who were not produced.
Pursuant to Local Law 164 of 2018, this report provides information related to emergency lock-ins within city jail facilities, including the number of lock-ins, duration of lock-ins, as well as programming and service interruptions.
Emergency Executive Order No. 421, is being submitted to extend Emergency Executive Order No. 417, dated May 25, 2023, for five (5) days, if this relates to Rikers.
Pursuant to Local Law 33 of 2016, this report provides information on security indicators in city jails, including uses of force, assaults on staff and/or people in custody, and violent incidents.
Emergency Executive Order No. 413 is being submitted to extend Emergency Executive Order No. 409, dated May 15, 2023, for five (5) days if this relates to Rikers.
The Board of Correction ("BOC") is saddened to hear of Mr. Rubu Zhao's passing, which marks the second death in New York City Department of Correction ("DOC") custody in 2023. Mr. Zhao, 52, died on May 16, 2023, at approximately 11:51 pm at Elmhurst Hospital.
