In compliance with Local Law 44 of 2013 passed by the New York City Council, ACS posts quarterly and annual Incident Reports for Detention, Non-Secure Placement and Limited Secure Placement.
Our audit found that DOC’s commissaries are providing the intended services for the inmates but that the controls need to be strengthened to prevent duplicate payments to vendors and waste, and to ensure proper accounting for inventory.

Advancing the vision of a smaller, safer and fairer jail system remains one of the City’s most pressing challenges and will necessitate collective action on the part of all criminal legal system stakeholders.
Comptroller Lander wrote to members of the Board of Correction strongly urging them to reject the Department of Correction’s variance request to scan mail onto tablets and limit package vendors.
Since January 2022, at least twenty-six people have died in custody in New York City’s jails, underscoring the persistent dysfunction and violence of the jail system and accelerating calls for more oversight of jail operations.

Due to the COVID- 19 crisis, the Board of Correction (BOC) will not be submitting its first progress report (due July 1, 2020) on the impact on incarcerated individuals of closing jails on Rikers Island and constructing new facilities to replace such jails as required by Law 192 of 2019.
On September 12, 2022, the Board of Correction released a report presenting findings and recommendations in connection with its investigation regarding six suicides and four deaths by drug intoxication that occurred in Department of Correction custody in 2021.
