HUD Approved Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Consolidated Plan is the City's annual application to the Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) respectively. The 2011 Consolidated Plan represents the second year of New York City's five year strategic plan for Consolidated Plan Years 2010-2014. New York City's Consolidated Plan program year begins January 1 and ends December 31.
These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households.

The Appendices includes: Definitions; Acronyms and Abbreviations; Maps of Community Development Eligible Census Tracts and Minority Populations; Dictionary of Program Description Variables; and Index of Programs; Resources for Prospective Homebuyers. This version was released for a 30 day public comment period from October 8, 2010 ending on November 8, 2010. The City submitted its Proposed Plan to HUD as required on November 15, 2010. The Proposed Plan was subsequently approved on December 30, 2010.

This initial analysis will help determine if this mode, once a staple of New York City's streets, is a viable method of connecting the residents and businesses of Red Hook with Brooklyn's broader transportation network and supporting economic development in the area. DOT will produce several interim reports, leading up to a final report. This document focuses primarily on similar designs in Portland, Seattle, and Philadelphia.
