The CEO programs studied for this report were part of the first wave of programs funded by CEO beginning in FY07. With the exception of the CCTC, which as a tax-credit is not part of the City's expense budget, the programs continued to be funded by CEO through FY10.
The former NYC Office of Human Capital Development produced a two-page fact sheet about the need for and overview of the City's workforce development and adult education system.
To assess whether elementary grade students in charter schools leave their schools any more frequently than students in traditional public schools, IBO examined a cohort of students who
entered kindergarten in September 2008 and followed them through third grade. This involved tracking data on 3,043 students in 53 charter schools and 7,208 students in 116 traditional public
schools nearest to each charter.
This brief describes the ASAP program and the students in the study, presents the two-year effects of the program, offers some conclusions, and shares next steps for ASAP and the random assignment evaluation.
