For school-aged children living in temporary housing--homeless shelters, doubled up, or other transitory situations--getting to and succeeding in school can be a greater challenge than for their classmates. This report explores those challenges, with a particular focus on the high absentee rate among students living in shelters and some of the factors contributing to their low attendance. In addition to IBO's usual quantitative emphasis, this report includes the perceptions and insights of homeless families; teachers, principals, and other school staff; and central and district education department administrators captured through roughly 100 interviews and 10 focus groups.

The FRC was established in 2005 through Local Law 61, which requires the FRC to summarize information pertaining to family-related homicides in aggregate to develop recommendations for the coordination and improvement of services for family-related violence victims.
Since the publication of the Detention Reform Plan in 2010, the City has worked with partners to achieve the plan's goals to promote public safety and reduce recidivism, expand the range of alternatives-to-detention for additional youth, and bolster the child welfare's response to juvenile delinquency by providing targeted solution to youth with child welfare needs to prevent the need for detention. This plan Update provides the status of recent initiatives to further these goals.
