However, in December 2013 HUD released temporary submission guidelines requiring localities to formulate their Proposed Action Plans based on the actual Congressional appropriations for the given Federal Fiscal Year (FFY14). The City was required to withdraw its submitted Action Plan and wait until Congress passed the appropriations bill before resubmitting the Proposed Action Plan. After a 30 day public comment period, the City submitted its Proposed One-Year Action Plan on August 15, 2014.

The report includes projects that are in various stages of design and construction as well as those completed before the end of FY 2011. Available data regarding the costs and benefits of LL86 compliance is also reported for many projects that have completed design.
