The Mayor expanded homelessness prevention efforts as an attempt to decrease the number of people in the city's homeless shelters. The savings on shelter costs will be used to further fund prevention. However, despite these efforts, the number of homeless families in the city has risen, and spending on both prevention and shelters have grown.

These agencies and programs include the Human Resources Administration, the Department of Homeless Services, the Administration for Children's Services, and legal assistance contracts.
