This report is compiled to satisfy requirements of the November 2002 United States Environmental Protection Administration (EPA) Filtration Avoidance Determination (FAD), which requires the New York City Department of Environmental Protection (DEP) to submit a comprehensive annual report on the status of the watershed protection program. Under the filtration avoidance waivers that have been in effect since December 27, 1991, DEP produces and provides an extensive schedule of other reports, data and documents to the EPA and the New York State Department of Health (DOH).
