The Board of Correction ("BOC") is saddened to hear of Mr. Rubu Zhao's passing, which marks the second death in New York City Department of Correction ("DOC") custody in 2023. Mr. Zhao, 52, died on May 16, 2023, at approximately 11:51 pm at Elmhurst Hospital.

Press Release: The Board of Correction is deeply saddened by the death of Marvin Pines, marking the first death in New York City Department of Correction (“DOC”) custody in 2023. Mr. Pines, 65, died on February 4, 2023, at approximately 6:18 am, following a medical emergency while in DOC custody.
Press Release: The Department of Correction recently revoked the Board staff’s access to independently view Genetec, the Body worn Camera System, and handheld video at any time, and forbade the recording and use of such video in our work.

On May 9, 2022, the Board of Correction released a report presenting findings and recommendations in connection with its investigation concerning the deaths of Tarz Youngblood (February 27, 2022), George Pagan (March 17, 2022), and Herman Diaz (March 18, 2022).
On November 16, 2022, the Board of Correction released a report presenting findings and recommendations in connection with its investigation concerning the deaths of nine individuals in Department of Correction custody in 2022.
In recent months, there has been mounting evidence, including first-hand observations by Board members and staff, that the New York City Department of Correction (DOC or Department) has been locking down housing units for longer durations and with greater frequency.
