This is the City's Fiscal 2007 Preliminary Mayor's Management Report (PMMR). The report contains information and data tables describing the performance of the City and its agencies during the reporting period. The MMR, mandated by Section 12 of the City Charter and serving as a public report card on City services affecting New Yorkers, is released twice a year (PMMR and MMR). The PMMR provides an early update of how the City is performing four months into the fiscal year, from July through October. The annual MMR, containing additional narrative and charts, is published in September to look at the City's performance for the recently ended fiscal year (July through June), in comparison to annual plans and previous years' performance. This document is an introduction to environmental roof strategies, both refl ective and planted roofs. Its basic goal is to evaluate the effectiveness of these strategies for New York City projects. The guidelines are addressed to all the participants in projects for the NYC Department of Design and Construction (DDC) - administrators and managers from DDC, architects and their consultants, and construction managers.
The Department of Building's Forensic Engineering Unit led this investigation to ascertain the cause of the sheeting failure at the construction site at 808 Columbus Avenue, Manhattan. The Department was assisted by Stephen Young, P.E., and Dr. Chris Snee, C Eng, CPG, from Arup Engineering, an internationally renowned engineering firm. The Forensic Engineering Unit was represented by Dan Eschenasy, P.E.
