Vision 2020 builds on the 1992 plan and the advances made on the waterfront over the past 18 years, and goes even further to keep building and advancing plans to improve the watefront. The new plan reasserts the City's commitment to the priorities established in the earlier plan, such as expanding public access, supporting the working waterfront, and restoring the ecology of the shores.
New York City has been collecting water quality data in New York Harbor since 1909. These data are utilzed by regulators, scientists, educators and citizens to assess impacts, trends and improvements in the water quality of New York Harbor. Today the Harbor Survey Program is managed by the New York City Department of Environmental Protection.
