Amended Submission Version. This document is required by the United States Department of Housing and Urban Development (HUD). The amneded 2015 Consolidated Plan is the City of New York's revised submission to US-HUD of its five-year strategic plan for Consolidated Plan Years 2015-2019 and its proposed one-year use of federal formula entitlement funds from the following HUD-CPD programs: Community Development Block Grant (CDBG); HOME Investment Partnership (HOME); Emergency Solutions Grant (ESG); and Housing Opportunities for Persons with AIDS (HOPWA), respectively.
These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households.
This edition incorporates the substantial amendments to the programmatic activities for the HOME grant. The amended 2015 Consolidated Plan One-Year Action Plan constitutes a substantial amendment because it reflects revisions to New York City's HOME Investment Partnerships (HOME) program assisted activities. The revisions entail the reallocation of funds between two existing programs: the HOME Tenant-Based Rental Assistance Program (HOME TBRA) and the HOME-funded Supportive Housing Program (SHP). The amendment also revises the proposed accomplishments for each program reflective of the reallocation of funds.
This version was submitted to HUD on December 16, 2016. This volume contains five (5) Appendices (Description of Monitoring Activities, Emergency Solutions Grant Written Standards; Definitions; Summary of Citizens' Comments; and, Certifications).
FISCAL OUTLOOK: IBO's annual report on the city's outlook for the years ahead features our latest economic forecast and includes projections of job growth as well as updated tax revenue estimates for this fiscal year and through 2020. In addition, the report presents IBO's re-estimates of city expenditures based on the Mayor's November financial plan and our projection for budget surpluses and gaps in 2017 through 2020.
