The Proposed Annual Performance and Evaluation Report (CAPER) describes the City's performance concerning the statutory requirements of the City's use of federal funds for the four HUD Office of Community Planning and Development entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). This document reports on the accomplishments and commitments of these funds during the 2016 Consolidated Plan Program Year, January 1, 2016 to December 31, 2016. Document was released for it federally required 15-day public comment period on May 9, 2016 ending May 23, 2016. Volume 1 contains a summary of the programmatic accomplishments for projects and evaluates New York City's performance in meeting its priorities and objectives for U.S. Department of Housing and Urban Development (HUD) formula entitlement grant funded activities based on the grant monies available for the 2016 Consolidated Plan Program Year. In addition, the volume contains the one-year update to the Consolidated Plan Affirmatively Furthering Fair Housing (AFFH) Statement's actions to overcome impediments to fair housing choice. The AFFH has supplemental material describing the City's Hurricane Sandy Community Development Block Grant - Disaster Recovery (CDBG-DR) fair housing related activities.
