Approved Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Annual Performance and Evaluation Report (CAPER) describes the City's performance concerning the statutory requirements of the City's use of federal funds for the four HUD Office of Community Planning and Development entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnerships, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). This document reports on the accomplishments and commitments of these funds during the 2016 Consolidated Plan Program Year, January 1, 2016 to December 31, 2016. The document was submitted to the U.S. Department of Housing and Urban Development (HUD) on May 30, 2017, and subsequently approved by HUD on October 31, 2017.
Volume 2 contains the Appendices. The four (4) appendices are federally-required reports which provide additional supporting information to the accomplishments and expenditures described in Volume 1: Section 3 Summary Report - Economic Opportunities for Low- and Very Low-Income Persons; HOME Investment Partnerships (HOME) Program Inspection Report; Emergency Solutions Grant electronic CAPER Annual Reporting Tool (ESG eCART); and Housing Opportunities for Persons with AIDS (HOPWA) CAPER, respectively.
This report outlines procedure and information about the creation of a centralized language access policy for the New York City Police Department according to Executive Order 120. This executive order mandated that all city agencies that provide direct public services must create a language access implementation plan to ensure meaningful language access to their services.
