of property located at 970 Richmond Avenue for use as a police precinct station house.
A report by the City Planning Commission (CPC) regarding an application submitted by 536 W 54th LLC A, 536 W 54th LLC B and 536 W 54th Street LLC C pursuant to Section 201 of the New York City Charter for an amendment of the Zoning Resolution, relating to Article 2, Chapter 3 (bulk regulations) and Article 9, Chapter 6 (Special Clinton District). The amendment would facilitate the development of a proposed, mixed-use building with approximately 900 residential units, of which approximately 180 would be affordable, an automobile dealership with vehicle repair facilities, some retail space, a fitness center and accessory parking in Manhattan, Community District 7. It is also anticipated that the site would also contain the New York City Police Mounted Unit Headquarters and facilities for the Police Department's Mounted Troop B including stables, pending future site selection and acquisition actions. The request was ultimately approved by CPC (see Related Actions for all applications filed concurrently with this one).

Approval would establish a requirement for enclosed, secure bicycle parking in new multi-family residential, community facility, and commercial buildings in all zoning districts. The request was ultimately approved by CPC.

This will facilitate the construction of an affordable housing development, located at 1594-1604 Fulton Street in Brooklyn. It is tentatively known as the Garvey.

Elsworth House by the Landmarks Preservation Commission on January 13, 2009 (Designation List No. 409/LP-2249), located at 90 Bayview Avenue, Community District 3, Staten Island. It was ultimately concluded that the subject landmark designation does not conflict with the Zoning Resolution or any projected improvements or plans for growth and development in the vicinity of the landmark.
A report by the City Planning Commission (CPC) regarding an application submitted by 405 West 53rd Development Group LLC pursuant to Sections 197-c and 201 of the New York City Charter for a special permit pursuant to Sections 96-111 and 13-561 of the Zoning Resolution to allow an unattended accessory off-street parking garage with a maximum capacity of 37 spaces on portions of the ground floor and cellar of a proposed residential building on property located at 405-427 West 53rd Street within the Special Clinton District in Manhattan, Community District 4. The request was ultimately approved by CPC subject to various terms and conditions.
The Landmarks Preservation Commission designated the Hubbard House, located at 2138 McDonald Avenue in Brooklyn, as a city landmark. It was built in 1830-1835 and is a rare example of an early nineteenth-century Dutch American farmhouse in Brooklyn. This designation does not conflict with the Zoning Resolution or any plans for development in the area.
