The Proposed Consolidated Plan is the City's annual application to the Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) respectively. The 2012 Consolidated Plan represents the third year of New York City's five year strategic plan for Consolidated Plan Years 2010-2014. New York City's Consolidated Plan program year begins January 1 and ends December 31.
These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households. The report was amended to contain substantial changes made to New York City's Emergency Solutions Grant Program (ESG), and HOME Investment Partnership entitlement program activities, and incorporates programmatic changes for the respective entitlement grant programs reflective of New York City's Fiscal Year 2013 (CFY13) budget which began on July 1, 2012. The report also incorporates the amended Calendar Year 2012 CDBG Program as adopted by City Council.
This volume continues Part I and contains section D., Supportive Housing Continuum of Care for the Homeless and Non-homeless Special Needs Populations; and Part II. The Landmarks Preservation Commission designated the Engine Company 305, Hook and Ladder Company 151, as a city landmark. The firehouse is located at 111-02 Queens Boulevard in Forest Hills, Queens and it was completed in 1924. This designation does not conflict with the Zoning Resolution or any plans for development.
The Landmarks Preservation Commission designated the Engine Number 83 Firehouse and Hook and Ladder Company 29, as a city landmark. The firehouse is located at 618 East 138th Steet in the South Bronx and it was constructed in 1904-1905. This designation does not conflict with the Zoning Resolution or any plans for development.
The Landmarks Preservation Commission designated the Engine Company 41 Firehouse as a city landmark. The firehouse is located at 330 East 150th Street in the Bronx and it was constructed between 1902-1903. This designation does not conflict with the Zoning Resolution or any plans for development in the area.
The Brooklyn Public Library and the Department of Citywide Administrative Services submitted an application for the acquisition of property to facilitate the continued operation of the Gravesend Branch Public Library in Brooklyn. The library is located at 303 Avenue X and it was built in 1962.
The Landmarks Preservation Commission designated Hotel Mansfield as a city landmark. It is located at 12 West 44th Street in Manhattan and the building signaled the area's status as a desirable district for wealthy New Yorkers. This designation does not conflict with the Zoning Resolution or any plans for development.
The Landmarks Preservation Commission designated the Martha Washington Hotel as a city landmark. It is located at 30 West 30th Street in Manhattan and it opened in 1903 to accommodate single, working women in the city. This designation does not conflict with the Zoning Resolution or any plans for development in the area.
The Marco Savo Irrevocable Trust, the Gino Savo Irrevocable Trust, the Leonello Savo Jr. Irrevocable Trust and the Anthony Savo Irrevocable Trust submitted an application for a special permit to modify the requirements of Section 33-26. This will allow large-scale general development on the north side of Veterans' Road West in Staten Island. The applications, C 110218 ZMR, N 110220 RAR, N 110221 RAR, N 11022 ZCR, and N 110262 ZCR, are being considered concurrently with this application.
The Marco Savo Irrevocable Trust, the Gino Savo Irrevocable Trust, the Leonello Savo Jr. Irrevocable Trust and the Anthony Savo Irrevocable Trust submitted an application for an amendment of the Zoning Map, which would facilitate the development of a new food store in the Charleston section of Staten Island. The applications, C 110219 ZMR, N 110220 RAR, N 110221 RAR, N 11022 ZCR, and N 110262 ZCR, are being considered concurrently with this application.
