Throwing Away Taxpayer Dollars: A Look at the Wasteful Industrial and Commercial
Public Advocate Bill de Blasio called for the elimination of the controversial Industrial and Commercial Abatement Program (ICAP), labeling its subsidies both wasteful and ineffective. In a report based on new data from the Independent Budget Office, de Blasio warned the program continues to offer too many tax breaks for the wrong projects in the wrong places.
