Consolidated Plan 2013 Volume 3
HUD Approved Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Consolidated Plan is the City's annual application to the Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) respectively. The 2013 Consolidated Plan represents the fourth year of New York City's five year strategic plan for Consolidated Plan Years 2010-2014. New York City's Consolidated Plan program year begins January 1 and ends December 31. These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households. This volume continues Part II and contains section M, Summary of Citizens' Comments; and Appendices. The Appendices includes: Definitions; Acronyms and Abbreviations; Maps of Community Development Eligible Census Tracts and Minority Populations; Dictionary of Program Description Variables; and Index of Programs; Resources for Prospective Homebuyers. This version was released for a 30 day public comment period from October 10, 2012 ending on November 8, 2012. The City submitted its Proposed Plan to HUD as required on November 15, 2012. The Proposed Plan was subsequently approved on December 28 ,2012.
