This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Consolidated Plan is the City's annual application to HUD's Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) respectively. New York City's Consolidated Plan program year begins January 1 and ends December 31. These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households. This volume continues Part II. Other Actions and contains sections K through N, which includes the Summary of Citizens' Comments and Appendices. There are six appendices: Definitions; Acronyms and Abbreviations; Maps of Community Development Eligible Census Tracts and Minority Populations; Dictionary of Program Description Variables; and Index of Programs; Resources for Prospective Homebuyers. After a 30 day public comment period, the City submitted its Proposed One-Year Action Plan on August 15, 2014. HUD subsequently approved the City's One-Year Action Plan on September 16, 2014.
