70th Street Holdings, LLC submitted an application for a special permit to modify bulk regulations to facilitate the enlargement of an existing building, located at 45 East 70th Street in Manhattan. To do so, a one story rooftop will be added and its architecture will match the special historical qualities of the Upper East Side Historic District.
