New York City Independent Budget Office - Most Food Stamp Recipients No Longer Also Welfare Recipients

In December 1994, just prior to the implementation of welfare reform initiatives, nearly 80 percent of New York City's food stamp recipients also received public assistance. For the most part, New York's Food Stamp program was an extension of public assistance, with the vast majority of recipients enrolling in both programs at the same time.
