The Department of City Planning submitted an application for an amendment to the Zoning Text, which would modify the construction of a public plaza, public stairway and elevator at Tenth Avenue, between West 17th and West 18th Streets, in Manhattan. This proposal will provide opportunities for new residential and commercial development in the area, while enhancing the neighborhood's art gallery district and facilitating the use of the High Line elevated rail line as open space.
