These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households. The 2009 Consolidated Plan represents the fifth and final year of New York City's five year strategic plan for Consolidated Plan Years 2005-2009. New York City's Consolidated Plan program year begins January 1 and ends December 31. This version of New York City's Consolidated Plan is part of the City's activities fulfilling federal regulations promoting citizen participation in the consolidated planning process. These regulations require localities to provide the public with reasonable access and opportunity to examine the document. The 2009 Consolidated Plan consists of two chapters in three volumes. This volume contains the Executive Summary. This version was released for a 30 day public comment period from October 8, 2008 ending on November 6, 2008. The City submitted its Proposed Plan to HUD as required on November 14, 2008. The Proposed Plan was subsequently approved on December 22, 2008.
