The proposed zoning text amendment, in conjunction with the related action, would facilitate redevelopment of the 161st Street and River Avenue corridors in the Bronx, Community District 4. A report by the City Planning Commission (CPC) regarding an application submitted by the Atara Vanderbilt LLC pursuant to Section 201 of the New York City Charter, for an amendment of the Zoning Resolution concerning Article 2, Chapter 3 (bulk regulations), to facilitate the expansion of an existing Inclusionary Housing Designated Area to include the block bounded by Atlantic Avenue, Clermont Avenue, Fulton Street and Vanderbilt Avenue, and allow the use of the provisions of the program for projects in R9A districts in Brooklyn, Community District 2. This application, along with related applications, would facilitate the development of a new mixed-use building containing 376 dwellling units, 32,358 square feet of ground floor retail space, and the reuse and expansion of an existing 565,700 square foot loft building for commercial uses. The request was ultimately approved by CPC (see Related Actions for all applications filed concurrently with this one).
The Landmarks Preservation Commission designated 94 Greenwich Street, located at 14-18 Rector Street in Manhattan, as a city landmark. It was constructed in 1799 to 1800 and is one of the oldest houses in Manhattan, representing the Federal period and style. This designation does not conflict with the Zoning Resolution or any plans for development in the area.
The Department of Parks and Recreation filed an application for an amendment of the City Map, which would establish, delineate, and extinguish property in Staten Island. This will facilitate the creation of Goodhue Park in the northeastern Staten Island neighborhoods of New Brighton and Randall Manor.

This will facilitate the development of a mixed-use building, located at 136-50 Flushing Avenue in Brooklyn. It is tentatively known as Navy Green. The applications, C 090444 ZMK and C 090445 ZSK, are being considered concurrently with this application.
The Administration of Children's Services and the Department of Citywide Administrative Services submitted an application for acquistion of property in the Bronx. The property is located at 3261 Third Avenue and this action will facilitate the continued use of the site as a child care center.
Jarican Cultural Center - (C 090219 ZSK) - In the matter of an application submitted by the Jarican Cultural Foundation for the grant of a special permit to allow a non-profit institution without sleeping accomodations.
Presentation Circle - (C 080374 ZSR) - In the matter of an application submitted by Presentation Sisters of Staten Island Inc for the grant of a special permit to allow a private pumping station
which will serve a 97-unit development on property located at 419 Woodrow Road.
