The Board of Correction ("BOC") is saddened to hear of Mr. Rubu Zhao's passing, which marks the second death in New York City Department of Correction ("DOC") custody in 2023. Mr. Zhao, 52, died on May 16, 2023, at approximately 11:51 pm at Elmhurst Hospital.

19 deaths occurred in New York City jails in 2022. The Board covered the deaths of Tarz Youngblood, George Pagan, and Herman Diaz in a May 9, 2022 report titled February & March 2022 Deaths in DOC Custody Report and Recommendations.
This report is regarding public complaints received by the department for the preceding year, including the total number of complaints disaggregated by the mechanism through which the complaint was submitted and a summary of relevant outreach activities.
