The Board of Correction ("BOC") is saddened to hear of Mr. Rubu Zhao's passing, which marks the second death in New York City Department of Correction ("DOC") custody in 2023. Mr. Zhao, 52, died on May 16, 2023, at approximately 11:51 pm at Elmhurst Hospital.

Pursuant to Local Law 160 of 2021, this report provides information regarding the amount of commissary funds remaining in the accounts of all individuals who are no longer in the custody of the department, the number of such accounts and efforts made in each year to return any unclaimed funds.

Pursuant to Local Law 85 of 2015, the department provides information pertaining to the visitation of the incarcerated population in city jails for the prior quarter. This report includes data on the number of visitors to Rikers Island and Borough facilities.

Pursuant to Local Law 23, the Department is required to report on allegations of sexual abuse, sexual harassment, and interventions on visitors to Departmental facilities.
Pursuant to Local Law 123 of 2016, this report provides information related to the use of trauma-informed care approaches and practices within city jails.
Pursuant to Local Law 121 of 2016, the Department of Correction is required to provide a report regarding mentally ill incarcerated individuals and recidivism. The report provides data related to discharges and recidivism and compares current data with previous data.
CHS publishes a weekly data report in response to City Council Local Law 59 related to the outbreak of infectious diseases in city jails during public health emergencies.

Press Release: The Board of Correction is deeply saddened by the death of Marvin Pines, marking the first death in New York City Department of Correction (“DOC”) custody in 2023. Mr. Pines, 65, died on February 4, 2023, at approximately 6:18 am, following a medical emergency while in DOC custody.
