This report represents the first annual publication on the placement experience of children entering foster care. The Gazetteer of City Property 2010 has been produced from data in the Integrated Property Information System, a real estate database maintained by the Department of Citywide Administrative Services. City-owned and leased property in the Gazetteer is organized by borough and community districts, with the property divided into three sections, properties with a current use, a residential use, and no current use.
The Statement of Needs identifies by agency and programs all new facilities the city plans to site and all existing facilities the city plans to close or significantly expand or reduce in size during the next two fiscal years. Significant expansion or reduction is defined as the addition or reduction of the use of property that would expand or reduce the size of a facility by 25% or more.
Pursuant to Section 204 of the NYC Charter, by the 15th of November, annually, the Citywide Statement of Needs (SON) isreleased by the Mayor to the community boards, borough presidents and the city council which identifies which new city facilities agencies intend to site, expand, reduce or close in the upcoming two fiscal years.

The Citywide Statement of Needs for Fiscal Years 2011 and 2012 is the latest in the series of annual reports required under Section 204 of the City Charter. Along with the Criteria for the Location of City Facilities (the Fair Share Criteria), the Statement of Needs is part of a planning process in which communities are informed at the earliest possible stage of the city's needs for facilities and the specific criteria for selecting the locations of those facilities.
