This is the second annual publication of the Pay and Demographics Report on City of New York agency workforce pay and employment information in compliance with Local Law 18 of 2019. The Report is based on City employee data as of December 31, 2019.
The Mayor’s Office of Special Enforcement (OSE) received 3,871 complaints for over 2,500 different locations in the City for the year, a 23 percent increase in the number of locations since 2018.
The Office for the Prevention of Hate Crimes (OPHC) submits its first report to the Mayor and the New York City Council in compliance with Local Laws 46 and 47 of 2019 (See Appendix 1). It describes the activities of OPHC in its first five months of existence.

Section 23-1102 Language access implementation plans requires every covered agency shall provide
language access services for all designated citywide languages. Such language access services
shall implement a plan to describe how language access services will be provided to individuals in custody.
This report reflects Riker's Island nursery dis-aggregated into 7 categories to include the total number of children admitted to the nursery, the total number of applications submitted by mothers to bring their children into the nursery, total number of applications approved that were denied.
Pursuant to local law, this report provides information and summaries related to programming in city jails, including hard skills training, certifications,and evidence-based programs for participants to engage with social service providers and develop socio-emotional skills.
Pursuant to local law, this report provides information related to adolescents and young adults located in Department of Education facilities located in city jails that offer educational programming to incarcerated individuals.
Pursuant to Local Law 23 of 2019, the Department is required to report on annual training regarding the treatment of visitors for staff who interact regularly with visitors, which includes descriptions of training materials and the number of staff who have received the training.
Pursuant to LL 168 of 2017, the Department is required to report on information related to adolescents and young adults located in a Department of Education facility controlled by the Department of Correction that offers educational programming to incarcerated individuals.
Pursuant to Local Law 121 of 2016, the Department of Correction is required to submit to its website on an annual basis a report regarding mentally ill incarcerated individuals and recidivism. The report provides data pursuant to the law’s subdivisions and compares current data with previous data.
Report on implementation and other discharge planning efforts, and regarding recidivism among inmates receiving discharge planning services from the department of correction or any social services organization under contract with the department of correction.
The Department of Correction and the Department of Homeless Services shall work to develop a process for identifying individuals who repeatedly are admitted to city correctional institutions and who, in addition, either immediately before their admission to or after their release.
This report provides information regarding the rate of emergency lock-ins that the New York City Department of Correction (DOC or Department) is required to report pursuant to New York City Administrative Code §9-151. This reporting time frame is from January 1- December 31, 2019.
Sexual Abuse Report – Pursuant to Local Law 33 of 2016, the Department is required to post by every July 1st on its website a report on Sexual Abuse Allegations for the previous calendar year. This report contains allegations of sexual abuse of an incarcerated individual by another.
The Agency Procurement Indicators Report for Fiscal 2019 demonstrates the impact of procurement and provides information on the City’s procurement spending from July 1, 2018 to June 30, 2019. This report provides a view into what the City buys and how we buy it.
In Fiscal 2019, the City purchased more than $21.6 million of goods and services from New York State preferred source vendors. Local Law 125 of 2013 requires MOCS to report annually on preferred source contract awards made by City agencies, additional details of which are available in Appendix
In compliance with Local Law 118 of 2005, the City conducts a survey once every four years of construction vendors purchasing EPP products. Agencies request purchasing data from vendors with relevant open construction contracts not subject to the more comprehensive Local Law 86 of 2005.
This report describes the City’s efforts to ensure minority and women-owned businesses have greater access
to public contracting opportunities. The reporting period covers program accomplishments for Fiscal Year
2019 (July 1, 2018 – June 30, 2019). As per the New York City Administrative Code §6-129
Local Law 50 of 2011 required MOCS to establish guidelines for City agencies that assist in increasing the purchase of New York State food through food purchase and food-related services contracts.

Evaluation, recommendations and data car sharing program and reductions in the city fleet during the immediately preceding year. Fleet at DCAS has implemented a car and fleet share program. This is one of the largest such programs in the United States, implemented through a contract with Zipcar.

ACS, in partnership with our prevention provider agencies, conducted the first annual Family Experience Survey: ACS Prevention Services, in accordance with LL 17 of 2018. The purpose of the survey is to better understand the lived experiences of families while participating in prevention programs.
NYC Child Welfare Indicators Report: These reports, in compliance with Local Law 20 of 2006 passed by the New York City Council in 2006, includes data on 12 child welfare indicators, such as staff caseloads, investigations, and reunifications, for the most recent quarter and calendar year.
